REDRESS provides the Secretariat for the All-Party Parliamentary Group (APPG) on Magnitsky Sanctions and Reparation, providing support to the APPG with its administration, policy and communication.
The APPG seeks to encourage and support government action on the UK’s targeted sanctions regime, promote transparency and accountability in its implementation, ensure compliance with the rule of law, and advocates for policies to repurpose sanctioned assets to finance reparation.
1. Held a number of events to raise the profile of targeted sanctionsand scrutinise the Government’s policy towards the use of such tools.
2. Helped the UK Government sanction individuals and entities responsible for serious human rights violations or corruptionin Xinjiang, Sudan, Russia, Iran, Myanmar, Lebanon and Nicaragua, among others.
3. Called for law and policy reformon sanctions and asset recovery, including:

Held the Government to account(see for example ourcontributionsto thereportingon members of the notorious Bangladeshi Rapid Action Battalion travelling to the UK following the Government’s failure to impose sanctions; State hostage taking byIran; and calls for action againstPro-Beijing Hong Kong Officialsfor alleged human rights abuses).
1. Sanctions for Conflict-Related Sexual Violence (CRSV):Push for targeted sanctions against those who commit CRSV, drawing attention to the role of sanctions in protecting survivors and holding those who use sexual violence in conflict to account.
2. Distribution of Chelsea Football Club Funds: Campaign for the distribution of the £2.5 billion proceeds from the sale of Chelsea FC which remain frozen in a bank account belong to Roman Abramovich, repurposing them for reparations to victims of human rights abuses in Ukraine.
3. Improving Sanctions Designations: Advocate for a more transparent sanctions regime and highlight current issues with targeted sanctions and enforcement. Push for an approach that complies with public law principles, ensuring decisions to impose or withhold sanctions are communicated and are well-reasoned.
4. Sanctioning Enablers:Develop a campaign to target ‘enablers’, those who provide direct or indirect support to those committing abuses or engaging in corrupt practices, such as through the supply of technology or weapons. This will include extending beyond Russian enablers in the context of the Ukraine war to other countries where key actors facilitate human rights violations.
