This scoping report examines barriers that survivors of torture and other serious human rights violations may face in accessing the Register of Damage for Ukraine (RD4U). Drawing on consultations with survivors, civil society organisations and experts, it identifies practical and procedural challenges and sets out recommendations to help ensure the reparations mechanism is accessible, survivor-centred and responsive to the needs of those affected by torture and related crimes.
